Resolution Council of Europe Parliamentary Assembly devoted to systematic violations of human rights in Ukrainian territories not controlled by Ukrainian authorities.
All responsibility for the lives of people in the occupied Donbass and Crimea lies with Russia. The conflict in the Donbass is called Russian aggression.
This document, approved by an overwhelming majority – 87 against 11 votes – assigned Russia full responsibility for observing or violating human rights both in the Crimea and in the Donbass, and also contains several other points critical for Ukraine that were not previously approved at the international level organizations.
